“Hello neighbor, I am State Representative Helena Scott, and I am asking for your VOTE to represent YOU on Detroit City Council District 2. As a proud lifelong resident of District 2, I am committed to leading with the same integrity and accountability that my late sister-in-law, the Honorable Councilwoman, Brenda M. Scott, exemplified throughout her service. Under my leadership, I will work tirelessly to ensure our district progresses at the pace we deserve. I will continue to fight for you, providing the leadership necessary to fuel the growth of OUR community. My focus will be on the issues that matter most to us all: Public Safety, Community Development, Affordable Housing, Tackling Blight, and Driving Economic Growth. Together, we will build a stronger, brighter future for District 2. ”
– Always working for YOU! Helena

I want to highlight a few laws I have sponsored that reflect my commitment to service and justice:
Energy Assistance for Low-Income Families - As the former Chair of Energy, I helped secure funding for the Michigan Energy Assistance Program (MEAP), ensuring that eligible seniors, veterans, and individuals with disabilities receive support with their energy bills.
Protecting Children from Lead Exposure - I sponsored legislation requiring lead testing for our children-to safeguard their health and future.
Juneteenth as a State Holiday - Many didn't realize that Juneteenth was not legally recognized in Michigan. I sponsored legislation that officially designates June 19th as a state holiday, ensuring we commemorate the end of slavery and celebrate African American history.
Cracking Down on Illegal Dumping - Strengthening fines and penalties to address illegal dumping, a persistent issue affecting neighborhoods throughout Detroit.
Paid Family Leave (FLOC Legislation) - I introduced legislation to create a state-run paid family leave program, providing up to 15 weeks of paid leave so that workers can care for a newborn, an ill family member, or their own health without fear of losing their income.
Supporting Caregivers and Long-Term Care Workers - I founded the Bipartisan Legislative Care Caucus, advocating for higher pay and professional recognition for caregivers and those receiving long-term care across Michigan.
I am running for Detroit City Council District 2 because I believe our neighborhoods deserve leadership with experience, results, and a deep understanding of the challenges and opportunities facing our city. After proudly serving three terms as a Michigan State Representative, I’m ready to bring that experience home—to deliver for Detroiters at the local level and ensure that District 2 has a strong voice at City Hall.
During my time in the Michigan House of Representatives, I’ve built a proven record of getting things done. I currently serve as the Vice Chair of Communications & Technology, and am a member of the Judiciary, Natural Resources, and Tourism committees. I formerly served as Chair of the Energy, Communications & Technology Committee and sat on several other key committees, including Insurance & Financial Services, Regulatory Reform, Higher Education, and Housing (a subcommittee of Economic Development & Small Business). I also serve as Vice Chair of the Detroit Caucus and am an active member of both the Labor Caucus and Progressive Women’s Caucus. In my first term, I founded the bipartisan Legislative Care Caucus, and I serve as Historian on the executive board of the Michigan Legislative Black Caucus.
Over the course of my legislative career, I’ve sponsored or co-sponsored more than 975 bills—focused on equity, opportunity, and quality of life—many of which brought tangible benefits back to our communities. I’ve fought to expand access to affordable housing, strengthen protections for workers, improve education, and support small businesses. These victories weren’t just wins in Lansing—they were wins for Detroiters.
What sets me apart is not only my experience, but my relationships and results. I’ve cultivated meaningful connections in Lansing and with community leaders across Detroit, which have helped me deliver critical resources and partnerships to our neighborhoods. I’ve worked tirelessly to be a bridge between communities, especially across Wayne and Oakland Counties, and I bring that same collaborative spirit and drive to city government.
Now, I’m ready to bring that leadership to Detroit City Council—where the work of rebuilding trust, revitalizing our neighborhoods, and driving sustainable change continues. District 2 deserves a council member who listens, leads, and delivers. I am ready to step up for you.
Let’s keep building a stronger, more vibrant Detroit—together.
Thank You,
Helena
